On April 12, 2010 in the framework of III Week of Russian Business in Moscow Tax Conference of The Russian Union of Industrialists and Entrepreneurs “Tax Budget System: Tax and Budget Ways of Inciting Modernization and Innovationally-Oriented Economy”, organized with assistance of FBK.

The conference got opened with speeches of the Head of The Russian Union of Industrialists and Entrepreneurs, Alexander Shokhin and Deputy Minister of Finance, Sergey Shatalov. Moderator of the section “Efficiency of Actual and Prospective Tax Measures for Inciting Russian Economy” was FBK Vice-President, Andrey Tikhonovsky while Alexander Sotov, Partner, FBK-Legal delivered a report on decriminalization of the field of tax jural relationship and establishment of legal landmarks for development of tax system at legislative level.

In terms of tax indulgencies, promised by authorities to business, Mr. Sotov noted that “decreasing tax burden by 2% is a good thing; however it is the same important for business to know another thing: for how long new rates of insurance contributions to non-budgetary funds, introduced instead of the unified social tax since 2010, will be effective”. “Planning time-frame is needed, authorities should indicate term of validity for new rates and due allowances”, the expert emphasized.

About 200 representatives of business and authorities took part in the conference.
