On January 15, 2010 Igor Nikolaev, Director of Strategic Analysis Department on the behest of Agency for Oil and Gas Information, spoke at the conference ESPO and Macroeconomics. The FBK expert expressed his viewpoint regarding economic feasibility of constructing and perspectives of Eastern Siberia – Pacific Ocean Pipeline.

According to Igor Nikolaev, from macroeconomic point of view, construction of ESPO “mothballs raw-material orientation and technological underdevelopment of Russian economy”. “All resources of the country will be aimed at filling in new pipes with raw material, i.e. it will be necessary to go to more and more hard-to-reach places and extract, extract and extract”, Igor Nikolaev notes. In his opinion, in such case, innovations are impossible.

At the same time, according to the expert, namely in crisis period macroeconomic effect from constructing pipeline is still possible: “VSTO is an infrastructural project and namely such projects provide maximum multiplicative effect: money so-to-say “spread” in many industries of economy which prompts economy revival”.
